8bdba7d194 Add ulx clearpac command 
Used for when a player is abusing pac so staff can clear their pac. This is written in the browser didn't test it yet

4678b6634b Fix propify 
Propify would call the use hook on every use+ but never actually check if the player was ragdolled thus resulting in errors whenever anyone presses +use. This adds a check to check if ply.ragdoll exists and if it doesn't it stops the function.
